Vladimir Rufovich was born in the city of Bor in the Nizhny Novgorod region in 1940. He graduated from the Semenovskoye School of Wood Carving and the Faculty of History and Philology of the Nizhny Novgorod University. For many years he was the leading artist of the Shumerlya Wood Carving Workshop (a branch of the Art Fund of the Union of Artists of Chuvashia). The workshop produced thousands of wooden souvenirs based on his sketches. Chuvashia, aka the Chuvash Republic, is located in Russia between Kazan and Moscow, in the center of the Volga-Vyatka economic region.
